This series contains the subject file maintained by Frank Moore's office during his service at the New York State Office for Local Government and the Government Affairs Foundation. Arranged alphabetically by subject, it consists of files on a wide variety of topics related to the administration of local government in New York State. Subjects represented extensively include the Advisory Commission on Intergovernmental Relations, municipal bond issues, Home Rule, and tax reapportionment. The series also contains files on numerous prominent individuals.

This series consists of Moore's correspondence with various individuals and files related to subjects outside the scope of the Office for Local Government. Of particular note are a number of files regarding Moore's personal library (Moore was a rare book collector and donated much of his collection to various institutions), files on conservation, files on Moore's First World War service, a certificate of the legislative resolution mourning Moore's death in 1978, material regarding Moore's opposition to the New York State Lottery, extensive files of news clippings on Moore, an extensive file of photographs (beginning Box 6, Folder 21), and scrapbooks. Also of note is a collection of letters by Moore's predecessor as State Comptroller, James A. Roberts, which was presented to Moore by a rare book dealer of his acquaintance (Box 22, Folder 24.) The series is arranged alphabetically by correspondent and/or subject.

This series contains records related to Moore's service as Chairman of the Board of Trustees of the State University of New York. It is arranged alphabetically by subject, then chronologically. It includes extensive files of clippings, Moore's dayfiles from 1958 through 1965, a large collection of memoranda received by Moore in his capacity as Chairman, material on various presidential search committees, assorted SUNY publications, and individual files on various subjects.
