This series contains a file of pamphlet material collected by the State Association of Towns. It includes both pamphlets published by the Association and pamphlets received from other sources. The pamphlets deal with subjects related to town law and New York State finances. They date primarily from the 1930s but include some older material, such as an 1881 pamphlet on town officer salaries (Box 2, Folder 28.) The series is organized according to the Association's organizational system, which assigned a number to each pamphlet. Note that this series is incomplete.

The subseries is organized alphabetically by committee name. It includes records from the American Council to Improve Our Neighborhoods (A.C.T.I.O.N.), the Public Works Planning Committee, the New York State Advisory Committee on Teachers' Salaries, the Commission on Municipal Revenues and Reduction of Real Estate Taxes, the New York State Temporary Commission on School Buildings, the National Conference on Metropolitan Problems, and the Committee on Special Local Non-Property Taxes. Committees are typically represented by reports, internal notes and memoranda, and informational binders.

This series contains the records of the State Board of Equalization and Assessment, on which Moore served for over two decades. The materials in this series are primarily organized chronologically; yearly folders document the activities of the Board from year to year. However, the series also includes several subject files, such as several binders of material on the Assessment Advisory Committee and a 1963 report on "Principles and Procedures Used in Establishing State Equalization Rates", which are organized alphabetically.

They are arranged alphabetically by subject and include the records of Moore's 1950 campaign for the office, materials related to various studies conducted by the Lieutenant Governor's Office, an extensive file of correspondence related to Moore's 1953 resignation from office, and numerous files on individual subjects.

This series contains records related to the 1955 White House Conference on Education at which Moore served as Chairman of the Finance Committee. Records include the minutes of preparatory meetings, correspondence, an extensive file of research material documenting school financing practices throughout the United States, and drafts of reports. The original filing scheme of this series, in which files are arranged alphabetically under several headings (primarily "Finance Subcommittee", "General", and "Publications"), has been maintained in the present arrangement.

This subseries contains material on the Temporary State Commission on the 1959 Constitutional Convention and its successor the Special Legislative Committee on the Revision and Simplification of the Constitution. It consists primarily of internal background studies prepared for Commission staff on a variety of subjects related to New York State government, including studies of the municipal government of several metropolitan areas. It also contains a number of files on individual subjects. It is organized alphabetically by subject.
