College of Arts and Sciences created consisting of a Division of Humanities, Division of Social and Behavioral Sciences, and Division of Mathematics and Science.

This new doctoral program, among others, were formed as a result of the designation of the university as a State University Center in the 1960 State University Master Plan. This designation led to an increased focus on research and advanced studies programs.
