- Abstract:
- The records in this collection document Frank Moore's career as a New York State public servant. They consist primarily of the records of Moore's service in various elected and appointed positions. Materials include correspondence, memoranda, draft and final reports, research material, periodicals, photographs, meeting minutes and news clippings. Many series contain extensive files of internal research and reports. Most series also contain subject files documenting the general activities of the various offices. The collection contains extensive files of material on each of the major positions which Moore held. It also contains the records of numerous conferences, commissions and committees on which Moore served, as well as records documenting his service as Chairman of the Board of Trustees of SUNY and his participation in efforts to revise the State Constitution. A large file of speeches documents his prolific public speaking activities. Although this collection documents most of Moore's career, some accomplishments are underrepresented. The collection does not document the activities of the Moore Commission on New York City's fiscal problems. In addition to the material described in this finding aid, the collection included approximately two cubic feet worth of books and bound reports which have been cataloged and shelved separately.
- Historical Note:
- Frank Moore was a New York State politician and civil servant. He held a wide range of elected and appointed positions and was an expert on municipal law and finance. Moore was born in Toronto in 1896 and raised in Kenmore, N.Y. He attended Hobart College and the University of Buffalo Law School. From 1927 to 1932 he was counsel to the New York State Joint Legislative Committee on the Revision of the Town Law. In 1933, Moore helped establish the New York State Association of Towns and became its executive secretary. In 1938 he served as a delegate to the State Constitutional Convention. In 1941 Moore ran unsuccessfully for State Comptroller in a special election following the death of the incumbent. In 1942 he ran again and was elected. He served as Comptroller until 1950. In 1950 Moore ran for Lieutenant Governor as part of incumbent Governor Thomas Dewey's slate of Republican candidates. He was elected to the position and served until 1953. In 1953 he resigned to become chairman of the Government Affairs Foundation, a foundation established by Nelson Rockefeller, and chairman of the Local Government Advisory Board of the Office for Local Government, an executive branch agency of New York State. In 1948 Moore was appointed a Trustee of the State University of New York. From 1953 until 1965 he served as Chairman of the Board of Trustees. He was a delegate to the 1938 and 1967 Constitutional Conventions and served on the Temporary State Commission on the 1959 Constitutional Convention. Throughout his career he chaired or served on a wide range of conferences, commissions and committees on the state and national levels. Moore gradually retired from public service during the late 1960s. He died in 1978.
