Utica, NY Mayor Edward Hanna discusses his position on negotiating the possibility of putting some of 25 laid-off city parks system workers back on the payroll while Civil Service Employees Association (CSEA)'s Oneida County chapter president Louis Sunderhaft listens. The settlement which was agreed to had to be ratified by both the Utica City Council and the CSEA membership.
