A large tattered flag flies from the façade of a building near Ground Zero following the September 11, 2001 World Trade Center attacks. In the early days following the attack, Civil Service Employees Association (CSEA) members responded with blood drives and monetary contributions, and many were involved either directly or indirectly in the rescue and recovery efforts.
