Four of the five children of the Civil Service Employees Association (CSEA)'s late John J. Kelly Sr., an Albany native, was a decorated World War II veteran who saw action in North Africa, Sicily and in the invasion of Normandy, where he suffered serious injury. It was during his recovery that he met and married his wife Vicki, who served in the British WAF. Following the war John J. Kelly served for a dozen years as lead counsel for CSEA from the law firm of DeGraff, Foy & Holt-Harris, until his untimely death in 1960 due to complications from his war injuries. His wife passed away a short time later. The CSEA established a scholarship fund in his memory at the time of Mr. Kelly's death to provide college tuition help for the five children. The John J. Kelly Scholarship Fund continues to provide assistance to the children of CSEA members who have lost a parent.
