Moore retired March 28, 2007, after serving an unprecedented 30 years in that office. When Moore began his career, New York State employees didn't have the legal right to collectively bargain. His 40-year union career has outlasted the terms of eight United States presidents, six New York State Governors and four CSEA statewide presidents. CSEA is New York State's largest union.
