The files relate primarily to Harold Rubin's opposition to Governor Hugh Carey's attempt (Executive Order #10, #10-1) to impose financial disclosure requirements on civil servants which would have curtained their participation in outside activities. They include a statement by Barbara Zaron, president of the Organization of New York State Management/Confidential Employees, at the Civil Service Merit System Hearing of 1984 and two letters on the issue. Also included are briefs and a memorandum on James T. Evans, M.D. vs. Hugh L. Carey, Governor, concerning the public financial disclosure of civil servants private income records and the briefs on Susan Rapp vs Governor Carey on disclosure of public servants and the the Executive Order overturned by the New York Supreme Court of Appeals in James T. Evans vs. Governor Carey. There are briefs and exhibits on the salary increase withholding lawsuit of 1983, Charles Shattenkirk and Eugene Tashman vs Michael Finnerty, Budget Director of New York State, and Governor Mario Cuomo.

Link first joined the American Federation of Teachers (AFT) in 1935 while he was teaching history at Mt. Hermon School for Boys in Northfield, Massachusetts. At that time, Link's principal concern was to resist the signing of a teachers' oath and Governor [of Massachusetts] James M. Curley's attacks on the freedom of speech and the academic exchange of ideas. Link became a founding member of the United University Professions (UUP) and attempted to establish teachers unions wherever he taught in the 1930s-1950s (South Carolina, New Jersey, and Colorado). Link's work in the AFT and UUP is illustrated by this series (although only since the year 1966). Especially noted is his role as Vice President of the State University Federation of Teachers in the early 1970s; his leadership in the area of Membership Development for the UUP (even after retirement from active teaching in 1977, Link travelled around the country helping to organize higher education unions on seven other campuses while offering advice to organizers on countless others); his inspiration in the creation of the Council of Active Retired Members (CO-ARM); and his support of union activities in many fields throughout the world.

The subject files relate to research in various fields of interest and include papers on Mr. Volker's professional development as a lawyer. There is material on alcohol and drug addiction with reference to the legal statutes of New York State.

This series contains records dating from 1982 to 1996, covering Ed Bloch's three unsuccessful bids for Congress. It includes files on campaign related activities, correspondence, news clippings, press releases, position statements, newsletters, photographs, notes, pamphlets, stickers, posters, buttons, benefit and fundraiser ads and invitations.

This series includes clippings and background files on topics and issues addressed by Common Cause. Some of the issues included are bottle bill legislation (1978-84), civil service reform (1977-80), PAC regulation (1980-86), campaign financing (1977-83), legislative reform (1977-83), and milk deregulation (1981-83). Also included are reports and studies generated to support specific issues.

Contains photocopies of newspaper clippings, newsletters, fliers, and programs relating to the cultural boycott of entertainers who performed in South Africa (1982-1984), racism in the United States including police abuse and abuses by the legal system in general (1983-1985), interest in southern black African countries, especially Namibia, Angola and Mozambique (1984-1985), the divestment campaign to get New York State pension funds out of companies doing business in apartheid South Africa (1984-1985), and the anti-apartheid campaign waged against South Africa (1983-1985). This series is very similar to the Coalition Activities series. Although there is no exact duplication of materials, the two series cover the same types of issues. Arranged chronologically.
