This series includes agendas and minutes, annual reports, bills and resolutions, and correspondence of the Graduate Academic Council, created in 1961 as the Graduate Council. The Council has responsibility for implementing graduate academic planning as established by the Council on Educational Policy ( Faculty Handbook , 1984, pp. 21-22). The Graduate Academic Council has been concerned with residence requirements (1971), credit transfer policy, guidelines for independent study and research investigations, the conferral of degrees, and the evaluation, revision, and adoption of academic programs. The Graduate Academic Council predates the formation of the Faculty Senate, having functioned as a general council of the College independent of the Faculty Council ( Faculty Handbook , 1962, p. 20). The Graduate Council was created on May 26, 1961, by the Graduate Faculty and replaced the Committee on Doctoral Studies (established in 1960) and the Committee on Graduate Studies (a subcommittee of the Academic Council); the Council also assumed the responsibilities for graduate study that had been the province of the Academic Council (Report of the Graduate Council, May 7, 1962).

This series contains reports and other official publications about issues affecting New York State. Federal, state, county and city governments and their agencies, including the Environmental Protection Agency or the National Oceanic and Atmospheric Administration, published the majority of these reports. Universities and non-profit organizations issued a smaller number. For reports specifically written by the New York State Department of Environmental Conservation, please see Series 2, Subseries 3.

Correspondence between UUP and the Governor's Office of Employee Relations, reports on collective bargaining in higher education, memoranda of understanding between UUP and the State on evaluation and promotion of professionals, negotiation surveys and other correspondence and materials not obviously related to a specific contract or that overlap contract years.

Correspondence and draft language for clinical practice management plans for medical and dental schools. "Collected Materials" also consist of correspondence, proposals, and draft agreements, and were put in chronological order during processing. There are substantial gaps within the time periods covered by each folder. There are also large gaps (sometimes a year or more) between the dates of some materials and when UUP received them. The date of receipt by UUP was used when determining chronological order. There is a limited amount of materials on clinical practice management plans included with the negotiations materials for individual contracts found in Series 1 in this Subgroup.

Schaefer saw research opportunities via the ASRC that promised to have national and even international implications as environmental concerns became more public in the 1960s and 1970s. He was engaged frequently to speak about his research, both to other professionals and to "everyday" people who might be interested in learning more about issues like acid rain or solar energy. He also participated on committees and commissions who were given the responsibility of investigating scientific dilemmas of the day and presenting findings to the government. This subseries contains materials from those speaking engagements, trips, and committees.

Although Schaefer had administrative duties as director of research, as well as overall director of the ASRC in later years, he still made as much time as possible for conducting his own research. In addition to experiments carried out in New York's Capital Region, he oversaw research at the Whiteface Mountain Field Station and Observatory as well as Flagstaff, Arizona, and led highly successful expeditions in the Yellowstone National Park. His fascination with particle studies continued during his ASRC years, leading to crucial investigations of carcinogens, acid rain, effects of particulate matter on global weather, aerosol studies, and much more. He also took great interest in alternative energy sources, solar energy specifically. Of course, cloud studies and ice-forming nuclei also remained a passion of Schaefer's. This subseries mainly consists of Schaefer's own investigations into those kinds of topics and offers a glimpse of his own notes, calculations, and observations on the subjects of interest to him.

This series contains New York State Department of Environmental Conservation (DEC) reports and other official publications and pamphlets. General topics include water resources, hazardous waste, and air quality studies and analyzes. There are publications discussing specific geographic areas throughout the state. While the DEC is the sole author or publisher on the majority of the reports, some may be co-authored or sponsored. Files also may include supplemental materials related to the respective report such as an accompanying cover letter.

Includes agendas, minutes, annual reports, reports to the Senate, and correspondence. The Research Council is empowered to review research activities, to consider ways in which the University can increase the effectiveness of its research activities, to review procedures of research conducted on campus when human subjects are involved, to set safety standards, and to allocate research funds within the university.
