Horton was a Republican member of the New York State Senate (1st District, 1947-1956) and an alternate delegate to the Republican National Convention from New York in 1948. Horton was a Presbyterian and a member of Phi Mu Alpha and Sigma Phi Epsilon. His collections contains records relating to his time in the New York State Senate.
