Records related to "study and action" include material used by the LWVAC to inform citizens about public policy issues locally, statewide, and nationally. Local Program Studies are studies and projects done by the LWVAC that concerned the local area and its citizens. The group evaluated such things as the mental health facilities (beginning in 1954), housing (1969 and 1973), and the civic center in Albany County (1984-1985). The Observer Corps (1982-1987), an LWVAC committee, observed meetings of the local governments to monitor compliance of those governments with the New York State Open Meeting Law and Freedom of Information Law following an Open Meeting Survey conducted by the group in 1980. Other local items of study included redistricting the city and county of Albany (1964-1967), solid waste management and the use of the ANSWERS incineration plant (1989-1991), and household hazardous material. From the latter study the LWVAC produced Household Hazards: A Guide to Detoxifying Your Home in 1988 and 1990, which is in this series rather than with publications in Series 7.

The Administrative Files follow standard practice using the name of report type, originating committee, special event or external entity as the subject heading. The deepest historical contents are found in folders for Annual Reports (beginning 1944), Black Book (1945-56), Budgets (1954-56), Federation Membership (1947-51), Membership Committee (1942-47), and Organization of the Federation (1941-48). It should be noted that much financial, membership and special events information not included in these Administrative Files can be found filed with the Meeting Minutes at which the topic or report was discussed or in the Annual Reports.

Folder

Most of the correspondence in this series (with a few exceptions) is from the 1980s during the directorships of Joyce Steinkraus Giles and James H. Snedeker, Jr.. Most earlier materials were filed with the meeting minutes or with the subject files to which they pertain. Much of the included materials consist of letters sent by individual contributors (usually along with a donation) and letters and faxes between CACC and other local service organizations, clergy members and political leaders.

Newsletters, 1948-2003 0.6 cubic ft.

Early examples of the monthly newsletters are sparse with some years being represented by a single month's edition. Evidence that a letter was definitely produced every month without fail is not forthcoming, and thus the included examples could be exhaustive. Contents typically include sections on seasonal celebrations; announcements from various committees and sub-groups; upcoming special events information (or reports on those past); and in early examples, listings of recommended radio programs and new books on matters of faith.

The administrative files contain executive meeting minutes from the Conference's earliest days through the late 1980s. During those years, members kept the minutes in large, hardcover binders; the archivist removed the papers from those binders for preservation purposes and placed them in acid-free folders in the order in which they appeared in the original binders. In the 1990s, Conference members began filing their meeting minutes under the heading of "chronological files" along with meeting announcements and correspondence. The chronological files became series two of this collection and researchers will find more meeting minutes there. However, there is a gap in the Conference's meeting minutes from 1989-1994.

Folder

The name of this series comes right from the Conference's own record-keeping system. In the 1990s it stopped storing meeting minutes separately in oversized binders and began interfiling them with correspondence, meeting announcements, memorandums, and treasurer's reports in folders labeled with the current month and year. Minutes include regularly scheduled events, such as executive committee meetings, as well as ad hoc meetings. Memos include those sent by the NYSCLMHD as well as those received by the Conference from outside sources such the New York State Office of Mental Health and the Division of Alcoholism and Alcohol Abuse.

Folder

This series contains information related to state reinvestment plans, Medicaid concerns, managed care, and housing. While materials on all of these topics also can be found in Series 5, 6, and 7, the documents in this series were all kept specifically by the director of legislative and government affairs and therefore remain together in their own series.
