The subseries Solid Waste Management contains bills, correspondence, news clippings, published material, regulations, and reports related to the Albany New York Solid Waste Energy Recovery System (ANSWERS) plant, incineration, recycling, regulations, waste reduction, land fills, solid waste management plans, and the State Environmental Quality Review Act (SEQR).

Helen Quirini joined the Schenectady YWCA in 1943 and later became one of its strongest advocates. She went on to serve on the board of directors and was elected president in 1979. This subseries contains materials illustrating the YWCA's day-to-day activities and its contributions to the community. The subseries consists of agendas, minutes, newsletters, magazines and flyers. It also features pamphlets on domestic violence, racism, feminism and equality as well as information on the YWCA-run battered women's shelter in Schenectady.

This series contains the records of the Commission on State-Local Fiscal Relations. It is organized chronologically except for a pair of subject files containing a membership list and a draft of the Commission's final report.

This series contains the records of conferences, commissions and committees whose extant records in this collection are less than .5 cubic feet. The subseries is organized alphabetically by committee name. It includes records from the American Council to Improve Our Neighborhoods (A.C.T.I.O.N.), the Public Works Planning Committee, the New York State Advisory Committee on Teachers' Salaries, the Commission on Municipal Revenues and Reduction of Real Estate Taxes, the New York State Temporary Commission on School Buildings, the National Conference on Metropolitan Problems, and the Committee on Special Local Non-Property Taxes. Committees are typically represented by reports, internal notes and memoranda, and informational binders.

This series includes manuscripts of Paetel's poetry, short stories and epigrams, and essayistic writings, and consists of both published and unpublished pieces. The titles listed are working titles and may differ from later published titles.

This subseries contains files on compliance at state developmental centers other than Willowbrook. Most of the files are operational plans for individual facilities, which describe how building staff will implement Consent Decree requirements. Audit Compliance Task Force files and Related Facilities Compliance Reports are also found in this subseries.
